Whitbourne Youth Centre Abuse Class Action Lawsuit Overview:
- Who: Stephen Miller has filed a class action lawsuit against the provincial government.
- Why: Miller claims the provincial government is responsible for years of physical and sexual abuse he suffered while housed at the Newfoundland and Labrador Youth Centre as a teenager.
- Where: The class action lawsuit was filed in the provincial Supreme Court.
A Newfoundland and Labrador man alleges he was physically and sexually abused over a period of four years while a teenage resident at the Newfoundland and Labrador Youth Centre, also known as the Whitbourne Youth Centre.
Plaintiff Stephen Miller has filed a class action lawsuit against the provincial government over claims of abuse he allegedly endured between 2004-2008 while at the provincial facility for youth in Whitbourne, N.L, the St. Catharines Standard reports.
Miller claims the provincial government failed to properly monitor the facility, investigate the facilities operators, follow up on the kind of care Miller was given or correct the alleged failings. He also alleges he was subjected to physical abuse from a male employee and sexual abuse from both male and female employees at the facility, causing him “irreparable psychological harm, substance abuse and other severe impairments,” the St. Catharines Standard reports.
Among the allegations include claims Miller was forced to wrestle naked with other boys who were housed at the facility.
Plaintiff Claims He Suffered Emotional Distress Due To His Abuse
The effects from the abuse have made it difficult for Miller to make an income or build relationships, according to Miller, who claims the emotional distress even led to him becoming incarcerated for a period, reports the St. Catharines Standard.
The Whitbourne Youth Center was also included in a separate class action lawsuit that was certified in 2019 that similarly alleged sexual abuse against minors in provincial youth facilities.
That class action lawsuit alleged abuse that occured between the years 1973 and 1989.
Miller’s counsel believes his complaint is the first to allege abuse in the years after those covered in the 2019 class action lawsuit, the St. Catharines Standard reports.
As of last month, more than 13,500 plaintiffs have requested to join a $900 million class action settlement resolving claims of sexual harassment, sexual assault and gender discrimination in the Canadian Forces.

I was at the home when I was in my teenage years. I think I may have been 16 at the time. It causes me pain and anxiety even to this day. I am now in my early 40’s. It was supposed to be a safe place even though I had committed a crime. It was safe until I started having a male guard visit me at night. Not something I want to be carrying around with me all these years after 🙁
